What the PR changes
Adds a changelog entry under src/content/changelog/agents/ for the @cloudflare/sandbox@0.11.0 release. It documents the new named tunnels feature (sandbox.tunnels.get(port, { name })), which provides a stable, user-controlled hostname backed by a Cloudflare Tunnel.
